For FMGC, when BSCU fail, then LAND3 FAIL OP COMMON COND is actived.

The FMGC module has been associated with the avail signal of the brakes NW,
but after active 32_NW_STEER_FAULT malfunction, the valid and avial signal of NW no change, need brakes' engineer to continue investigating and handling.
